This book gives a solid introduction to the performance issues that affect responsive web design.

While this book does a good job of explaining some techniques that can be used to improve performance, this book is more conceptual than technical, which is a good thing.  Performance is a moving target, and it's more important to be able to reason about performance issues in general than it is to memorize the standard optimizations used today.
